chore: 公开发布准备 - 脱敏与规范对齐

- 截图敏感信息打码（测试邮箱、内网 IP）
- plugin.yaml 地址改为 GitHub，author 对齐 GitHub 账号，补 version 占位
- 新增 GitHub Actions（halo-sigs plugin-ci/cd 工作流）与 .editorconfig
- console 前端产物纳入仓库（CI skip-node-setup）
- AGENTS.md 移出公开仓库（保留本地）
- README 增加安装说明
